Troostwijk Index 2026:  slight price increase in construction and industry in the Netherlands

2025 was a year of stabilization in both the construction and industrial sectors in the Netherlands. Following years of volatility, prices for materials and raw materials leveled off. As a result, construction costs increased by about 3.5%, primarily due to higher wages and contractor rates, while most material prices remained stable.

Building on these stable trends, construction output grew only slightly, and the continued decline in building permits (housing –15%, non-residential –20%) remains a major concern.
After years of contraction, industrial production in the Netherlands stabilized, though investments fell sharply due to economic pressure, U.S. import tariffs, and increased Chinese competition. Due to geopolitical tensions, energy markets stayed volatile.

Several developments are driving this shift. Natural-language search allows users to express what they are looking for without relying on predefined filters. Recommendation engines adapt results based on user behaviour and preferences. Predictive models help anticipate price movements, demand patterns and potential investment opportunities. Automated analysis of images and data is improving the consistency and transparency of market information.

Accumin and Spain’s Ministry for the Ecological Transition launch the first national EPC database

Fragmented and inconsistent information on building energy efficiency continues to undermine the reliability of Energy Performance Certificates (EPCs), with direct implications for real estate transactions, public policy design and investment decisions. The impact is particularly significant in Spain, where these challenges have slowed progress in upgrading the residential housing stock.

In response, **Accumin**, in collaboration with the **Ministerio para la Transición Ecológica y el Reto Demográfico (MITERD)**, has developed the **first national database of Energy Performance Certificates**, a unified, validated and pioneering initiative at country level.

This new database delivers:
- **Greater transparency for citizens**, companies and public administrations
- **Consistency and rigour** as a foundation for more effective energy and housing policies
- **Enhanced information** to support the renovation and energy upgrading of Spain’s residential stock

Accumin’s contribution is grounded in its expertise in **data quality and enrichment**, enabling advanced modelling of energy demand, consumption and emissions. This includes tools such as the Improvement Calculator, which allows households to identify opportunities to reduce energy use and emissions, as well as estimate renovation costs.

The vision is clear: a more energy-efficient housing stock not only reduces emissions and energy poverty but also **increases asset value**. Multiple studies confirm the existence of a **green premium**, whereby each improvement in energy rating can translate into higher property values.

Access to housing in Chile is becoming a structural challenge

Over the past decade, access to housing in **Chile** has become increasingly difficult for a growing share of households. Between 2011 and 2021, house prices rose by **75%**, while average mortgage payments increased by **87%**, widening the gap between income levels and financing capacity.

This pressure is particularly visible in the **Metropolitan Region**, where an average household would need **more than 11 years of total income** to purchase a mid-priced home. In regions such as Ñuble, this figure exceeds **16 years**. At the same time, market activity has weakened. New home sales fell to historic lows in 2024, with around **19,000 units sold**, reflecting the impact of high interest rates and tighter credit conditions.

Although headline prices appear relatively stable, the **price per square metre continues to grow at close to 7% annually**, pointing to an affordability problem that goes beyond the economic cycle and has structural roots.

In response, the government has introduced a **mortgage rate subsidy** for new homes priced up to **4,000 UF**, offering interest rate reductions of up to **0.6%** and, in some cases, state-backed guarantees. With **50,000 subsidies already allocated**, the initiative represents a meaningful step. Its effectiveness, however, will depend on how market conditions evolve, particularly financing costs, land prices and supply constraints.

As part of **Finance Week 2025**, organised by **CMS Europe, Accumin Intelligence** contributed to the discussion on how data strategy is driving the evolution of financial risk models.


**Manuel Hurtado**, Global Head of Intelligence at Accumin Intelligence, took part in the panel _“The influence of data strategy on financial risk design”_, where speakers explored the growing relevance of **non-financial data**, including digital behaviour and ESG variables, in modern credit scoring approaches.

Access to housing in Mexico: growth, affordability and the role of data

Access to housing remains one of the most pressing challenges across Latin America, and **Mexico** is no exception. With a population exceeding 126 million and a steadily growing urban footprint, the country’s residential market reflects a clear paradox: while mortgage access and vertical housing supply have expanded, affordability continues to be a major barrier for middle- and low-income households.

A significant share of the population still relies on cash, with around **50% of adults unbanked and 44% of transactions conducted in cash**. Ongoing efforts to reduce cash dependency, often referred to as the “bankification” of Mexico and other Latin American countries, are gradually enabling broader access to mortgage financing.

According to **Accumin**’s analysis of the **INCOIN register, Mexico City** alone hosts **more than 1,000 active residential projects**, of which **99% are vertical developments**. Mid-range and affordable housing segments currently lead the market, supported by long-term financing solutions.

However, rising land costs and **shrinking unit sizes, from an average of 90 m² to around 70 m²**, illustrate how access to housing is being redefined rather than fully resolved.

Looking ahead, balancing compact living, financial inclusion and sustainable urban growth will be essential to making housing truly accessible. In this transition, **data-driven analysis** will play a central role in supporting informed decisions by developers, investors and policymakers.
