Troostwijk Index 2025 (NL)

At Troostwijk, our annual index figures provide a forecast of expected cost increases for the coming year. These figures are based on anticipated changes in wage costs and the price trends of raw materials and goods. Once released, these predictions are fixed and will not change. However, if the actual price developments differ from our forecast, we will make automatic adjustments in the following year to balance any discrepancies.

The Troostwijk indexes reflect the long-term structural development of costs, filtering out cyclical fluctuations and the price spikes or drops influenced by geopolitical events as much as possible.

###### **General Developments**

While 2024 was less turbulent than the previous two years, we still saw fluctuations in raw material markets. Prices surged in the first half of the year, only to decrease in the second half. Disappointing economic news from major global economies such as China and Europe added pressure on prices. In the Netherlands, a moderately performing economy and high interest rates contributed to a decline in construction and industrial production, particularly in the first half of 2024. This decline puts additional strain on prices for locally produced materials and goods.

Industrial production in the Netherlands has been under pressure since mid-2022, partly due to a slowdown in the German economy, one of the country’s key markets.

###### Wages and Cost increase

In 2024, higher wages played a significant role in the increase in construction costs and the production costs of inventory. For example, the construction sector saw an additional 7% wage increase, along with a fixed bonus of €150 for all employees. A similar trend was observed in the metal sector, a key indicator for inventory.

The metal sector's labour agreements are longer-term, with wages set to increase gradually by 9% between June 1, 2024, and December 31, 2025. Similarly, the Metal and Technology sectors will see a 10% wage increase, alongside a fixed bonus of €100, from April 1, 2024, to February 1, 2026.

For 2025, we expect construction and production costs to rise once again, driven by increasing wages. However, the outlook for 2025 is more optimistic, with improved economic prospects (GDP growth of +1.5%) and falling interest rates, which are expected to stimulate investment in both construction and industrial production. Prices for materials and raw materials are expected to stabilise or increase, reflecting long-term trends.

###### Energy, raw materials and materials

Energy prices continued to decrease throughout 2024, although they remained significantly higher than the levels seen in 2021. For example, natural gas prices were still over 60% higher in 2024 compared to 2021, and electricity prices remained approximately 80% higher. However, slight upward pressure on energy prices returned in the second half of 2024. Looking ahead, we expect energy prices to remain structurally higher compared to 2021.

Crude steel prices have been under pressure for some time, falling by around 15% in 2024. The decrease in global demand, particularly in construction and parts of the industry, has contributed to this trend. The lowest steel prices in eight years were recorded by the end of 2024. However, metals like aluminium and copper saw price increases in 2024. We expect metal prices to stabilize in 2025, with potential slight increases if global economic growth surpasses expectations.

Oil prices peaked above $90 in the first half of 2024 before dropping back to $75, largely due to decreased demand and the absence of production restrictions from oil-producing countries. The current geopolitical situation in the Middle East (e.g., the Israel-Gaza-Lebanon-Iran conflict) introduces significant uncertainty in oil price predictions, with the potential for volatility.

In terms of building materials, 2024 saw a mixed picture. Materials like wood, where international competition plays a significant role, continued to see price declines that began in late 2023. On the other hand, materials produced primarily in the Netherlands, such as concrete and cement, stabilized in 2024 after sharp increases in 2023.

Finished and semi-finished steel products showed a downward trend in 2024, and this was also the case for concrete and cement. The fall in energy prices helped reduce costs for these products. As energy prices stabilise and labour costs continue to rise, we expect a stable to slightly higher pricing trend for 2025. The demand for building materials may increase slightly as construction activity picks up, leading to a moderate rise in material prices.

###### Wage costs

In 2025, wage growth will continue to outpace inflation. The construction and infrastructure sector has requested a 7% wage increase, and this will likely apply across other sectors as well. The wage agreements for Metalektro and Metal & Technology will remain in effect for 2025, with significant increases still expected. However, the pace of wage growth is expected to moderate in 2025, with an average wage increase of around 4% across the Netherlands.

For our index calculations, we have assumed a 7% wage increase in the construction sector and a 5% wage increase for other industries. As new wage agreements are confirmed, we will update our quarterly index figures.

###### Uncertainty

Geopolitical developments, government policies, and climate change continue to introduce uncertainty in 2025. The outcome of the U.S. presidential election is one key factor to watch. With the possibility of a second term for President Trump, concerns in Europe about his protectionist policies and the risk of new tariffs could influence prices, potentially creating additional cost pressures.

Trade conflicts, particularly between China and the West, continue to affect specific raw material markets. Additionally, the ongoing conflict between Russia and Ukraine remains a factor in energy pricing, especially regarding gas. Tensions in the Middle East could also lead to significant fluctuations in oil prices.

The Dutch government’s housing policies, aimed at stimulating construction, could increase the demand for building materials and labour, potentially driving up costs. Meanwhile, efforts to limit CO2 emissions may lead to higher production costs for the industry. On the positive side, investments in sustainable infrastructure could help lower costs over the long term.
Lastly, extreme weather events linked to climate change, such as floods, droughts, and hurricanes, could disrupt raw material production and supply chains, creating short-term price volatility.

We also point out that the index figures are general indexes and not specifically aimed at one type of real estate or sector. ##### Accumin announces the appointment of two new General Managers for its Tinsa by Accumin property valuation companies in Costa Rica and Peru.

**Graciela Jara** the new general manager of Tinsa by Accumin in Costa Rica, has more than 21 years' experience in banking and the commercial management of financial services and products. With a degree in Business Administration, specializing in Finance, and Technical in Project Management, she has an MBA specialized in Marketing.

Before joining Tinsa by Accumin, Graciela worked as Head of Business at BCR SAFI, in San José, assuming the responsibilities of developing business strategies, managing all project personnel and providing advice and service to customers and commercial entities. Previously, she played the role of Commercial Supervisor in the same company.

Graciela is a certified **Relational Ontological Coach** and is a person who is passionate about customer experience.


**Sanyiro Yshikawa**, for his part, assumes the role of General Manager of Tinsa by Accumin in Peru, the company he joined almost 9 years ago. An architect by profession, with an MBA in Management and with specialties in Project Management and Leadership, Sanyiro Yshikawa has more than 15 years of experience in the corporate world.

**He joined the Tinsa by Acccumin in Peru team in 2016 as Head of Real Estate Project Valuation**, to lead a small team that offered financial supervision services for construction. A year later, he went on to hold the position of Consulting Manager and already, in 2018, he became Manager of the Operations department.

Sanyiro is also a writer. He published a book a few years ago and is passionate about martial arts and leadership


Tinsa IMIE Spain local markets Q4 2024

The IMIE Local Markets statistics show the evolution of the unit market value of housing in each of the Autonomous Communities, provinces and capitals of Spain, based on the appraisals of finished free market housing carried out by the company in the period analyzed.

The appraisals of new and used housing carried out by Tinsa by Accumin reflect an acceleration in the increase of prices in the last quarter of the year. According to the IMIE Local Markets 4Q 2024 statistics, published today, the average value of housing increased by 2.2% quarter-on-quarter and 4.4% year-on-year.

The Tinsa IMIE Local Markets statistics for the third quarter of the year reveal a scenario of certain dynamism in prices compared to the stabilization of previous quarters. The average price of new and used housing in Spain rose by 3.1% year-on-year, to 1,804 €/m2, and by 1.3% quarter-on-quarter, which maintains the momentum at levels close to the evolution of inflation.

The exchange of ideas and networking led to conclusions such as:
- To achieve carbon neutrality by 2050, it will be necessary to renovate the existing building stock, as 85% of the current buildings will still be standing by that date.
- Brown risk or green premium? Although there is currently no evidence of an immediate fall in the value of non-green assets, there is a growing perception that an asset that does not meet a high standard of energy efficiency has fewer potential buyers than others.
- Reducing consumption, improving energy efficiency, reusing materials and finding more efficient and technological models for developing property products are some of the challenges facing the various players.
- The impact of regulation and legislation, standards and risk management play an important role and are seen as a turning point for the sector.
- Value, data and risk form a triangle that puts Accumin on the right track to contribute to the sustainable development of real estate.

More than 40 leaders from across the Group's geographies met in Alcalá de Henares (Madrid, Spain) to celebrate success, share strategy, drive new projects.

It was three intense days of work to have a clear vision of where Accumin is and look at the future with our 3-5 years plan. Maarten is an executive with extensive international experience, having spent his career in consulting and real estate (MVGM, Cushman, Deloitte and EY), working closely with leading US, European and Asian companies.

He is based in the Netherlands, although he has also lived in Singapore and Shanghai (China) for 5 years.

Maarten has an impressive track record as Managing Director and Commercial Director for Europe and the Middle East (EMEA) for major property consultancies. Enthusiastic and passionate about teamwork, Maarten is an expert at creating connections between organisations and people.

Manuel Hurtado will be responsible for driving the Group's data and market intelligence business strategy.

Manuel holds a degree in Industrial Engineering from the Universidad Pontificia de Comillas (ICAI) and a degree in Economics from the Universidad Nacional de Educación a Distancia (UNED). He has more than a decade of experience in data strategy, digital transformation, analytics and digital business creation.

Manuel comes from the technology consultancy McKinsey, where he was a key leader in the Madrid office, leading the Data Services and Artificial Intelligence practice. He has also worked for companies such as Indra and Altair Management Consultants, bringing international and cross-sector experience.

**Persch Consult GmbH | Chartered Surveyors**, a **Tinsa Group** company, has been awarded the Gold Medal by **EcoVadis**, recognizing its commitment to sustainability and corporate social responsibility. This accolade places Persch Consult among the top 5% of companies in the real estate and housing sector assessed by EcoVadis, reaffirming the dedication to ethical business practices and sustainable development.

EcoVadis is a global sustainability rating platform that evaluates companies' performance in environmental, social, and ethical dimensions. The comprehensive assessment covers 21 criteria across four themes: Environment, Labour & Human Rights, Ethics, and Sustainable Procurement.

Achieving the Gold Medal is the result of a concerted effort across all levels of Persch Consult organization and the Tinsa Group. This is the second time that Persch Consult has received an EcoVadis medal, whereas last year it received the Bronze Medal.

The **RICS Annual Valuation Conference** brought together more than 200 professionals in Madrid on 4th of July to discuss and analyse the latest trends in real estate and the challenges and opportunities in the field of valuation.

**Tinsa Spain** was the main partner of the event, where it was represented by **Belén Dávila**, director of RICS Value & Advisory Services, who participated in the panel discussion on the residential sector.

The event, which confirmed that a new Red Book will be published in 2025, brought together leading RICS professionals and companies to discuss the market situation and outlook in the different asset classes, the major challenges facing the valuation business and the roles of ESG and technology.

During her speech, Belén Dávila discussed the situation of the residential market together with Pilar Jiménez Iniesta, Head of Research Idealista Data; Raquel Bueno, ESG Director of Metrovacesa, and Jesús Mateo Gómez, Managing Director of Savills.

It's clear: companies need effective sustainability management to minimize the negative impacts of their activities on the environment and society. At **on-geo**, we also place great importance on improving our sustainability performance and thus making a positive contribution to future-proof and ethical supply chains. This is precisely where CSR (Corporate Social Responsibility) ratings come into play.

**EcoVadis** is now the world's largest provider of sustainability ratings for global supply chains. Founded in Paris in 2007, EcoVadis assesses over 130,000 companies in 175 countries worldwide – and on-geo joined this year. The EcoVadis rating examines 21 sustainability criteria in four areas: **environment, labour and human rights, ethics, and sustainable procurement**. The criteria are based on international standards such as the ten principles of the UN Global Compact, the conventions of the International Labor Organization (ILO), the Global Reporting Initiative (GRI) standard, and the ISO 26000 standard.

The assessment methodology aims to measure the quality of a company's sustainability management system based on three management pillars: policies, actions, and the reporting of results and key performance indicators (KPIs). This concept is based on the PDCA (Plan, Do, Check, Act) cycle, which forms the foundation for many management systems worldwide. Using a questionnaire that takes into account a company's industry, size, and location, information and evidence on sustainability performance are collected and analyzed. The assessment result is communicated via the scorecard and remains valid for twelve months.


Overall, we achieved 63 out of 100 points in the initial assessment in 2024, placing us in 81st percentile. By comparison, other companies in our "Information Technology Services" sector received an average score of 53 in 2024. EcoVadis' overall assessment also shows that on-geo is among the top 13 percent of assessed companies in this sector. We performed particularly well in the areas of environment, labor and human rights, and ethics, compared to our industry: **60 points in the environment, and 70 points in labor and human rights, and ethics**. However, in the area of "Sustainable Procurement," on-geo only achieved the rating "incomplete." This corresponds to the modal value, i.e., the number of points awarded most often to companies within this category.


The achieved percentile (81st percentile) means our score is equal to or higher than 81 percent of the companies participating in the EcoVadis rating, meaning only 19 percent performed better. This immediately earned us **Bronze**, placing us among the **top 35 percent** (65th percentile or higher) of all companies rated across all industries over the past 12 months.

Another important part of the rating is the so-called "360° Watch" results: These contain relevant public information about a company's sustainability practices, compiled from more than 100,000 data sources (including NGOs, the press, and trade unions). The results are incorporated into the assessment and can have a positive, negative, or neutral impact on the score. Our 360° Watch result was **without any anomalies** and was therefore **rated as good**.

For us, the EcoVadis rating is an important tool for illustrating, reflecting, and evaluating our sustainability performance. Above all, our achieved percentile ranking demonstrates that we are significantly above average in terms of environmental protection, social responsibility, and ethical corporate governance. This positive sign motivates us to continue improving and to continue to focus on sustainable business practices in the future.
